Reports in May 2025 from various media outlets revealed that the royal family of Qatar has a plan to give a USD 400 million Boeing 747-8 aircraft to the U.S. government for use as Air Force One. Further details explained that the plane is a hand-me-down from Qatari royals and has been undergoing upgrades by a U.S. defense contractor. Photos published by the New York Post showed furnished interiors with conference tables, lounges, and bedrooms.

The aircraft is expected to be transferred to the Trump Presidential Library Foundation. However, while the Trump administration and several Republicans argue that the gift is to the government and not directly to Trump and his family, ethics experts express concerns about potential violations of the Foreign Emoluments Clause of the U.S. Constitution, which prohibits federal officials from accepting gifts from foreign states without congressional approval.

Moreover, aside from the hand-me-down aircraft from Qatari royals, Trump has launched several money-making ventures during his presidency that intertwine with his official role. These include the promotion of the TRUMP cryptocurrencies, sales of various Trump-branded merchandise like gold-plated watches and sneakers, and staging and hosting of various fundraising-like dinner and gathering events at his properties and other events venues.

Opinions

Trump expressed his opinion in a Truth Social post and called Democrats “world-class losers” for failing to understand that the aircraft from Qatar is given to the U.S. federal government free of charge. It added further that the transaction is public and transparent. Ali Al-Ansari, media attaché of Qatar told the New York Post that the reports are inaccurate but admits that the possible transfer of an aircraft to the U.S. Department of Defense is under consideration.

Several critics have also raised concerns over how Trump is promoting and raising cash through the issuance of memecoins. Massachusetts Senator Elizabeth Warren called on federal government officials in late April to address questions related to outright investment solicitations in exchange for what is considered exclusive access to the presidency. Note that Trump will be hosting an exclusive gala dinner on May 22 for top TRUMP memecoin investors.

Public Citizen, a nonprofit consumer advocacy organization, reiterated that the U.S. president promised some 220 individuals who sent him the most investment invitations to attend the exclusive Washington D.C. event. Bartlett Naylor, financial policy advocate for Public Citizen, said in an official statement that the ongoing “meme grit” of Trump “squats at the crest of his mountain of conflicts, corruptions, and debasements of the presidency.”

Legalities

Remember that the Foreign Emoluments Clause of the Constitution prevents foreign influence or corruption by prohibiting federal officials from accepting presents, payments, or titles from foreign governments or monarchies without congressional approval. This applies to federal officeholders. The Domestic Emoluments Clause further prohibits the sitting U.S. president from accepting additional compensation or benefits from federal or state governments.

It is worth noting that there is no automatic enforcement mechanism for the Emoluments Clauses and its actual enforcement often depends on congressional action or court review. Impeachment is a possible remedy if a violation is considered severe, but this is considered a political process. Some would argue that the Emoluments Clauses lack clear definitions and the U.S. Congress very rarely exercises its power to monitor, control, and reprimand foreign gifts.

Nevertheless, when it comes to investment solicitations, Public Citizen noted that these actions are a crime with no immunity. Several legal concerns have also been raised. For example, if Trump is making false or misleading claims, he could face charges for fraud, deceptive advertising, or wire fraud. Trump might be shielded from prosecution while in office but a case can still be pursued once he steps down or if he is impeached and removed from office.
